Looks to be a Struck Through Capped Die on the Obverse.. Or just an extremely worn die The Reverse is a Misaligned Die Strike.
Some additional thoughts: probably a very late Struck Through example since a fair amount of the detail is recognizable, even the finer devices. It does look like a VLDS strike, but the wavy features smack of the involvement of a die cap. More food for thought and discussion.
