Not sure but it looks like it to me, I humbly deffer to you for your opinions. Also before I'm yelled at for cleaning, you are seeing it as I found it in the bank roll.
i don't think a 1994 RPM is possible from what i read they stopped manually punching the mintmark into each die by 1990 and put the mintmark on the master die which eliminated the possibility of rpms
