    Looks like plating bubbles. The details of the beard don't really show up on clashes, as it is one of the most recessed locations on the obverse die.

    but it does meet up against the field of the reverse which is the most raised part

    I agree with Simon. Plating bubbles. A clash of the beard in the memorial bays will show as a distinct outline of the beard; It will not show the details of the beard.
