Die gouges maybe. Probably struck from the same dies as the other guy who had one last month.

Those are gas bubbles on the surface of the fields.

A die gouge, often simply dubbed a gouge, is a raised feature on a coin's surface resulting from the coin's dies having been nicked by a tool, piece of metal, or other hard object to cause an indentation.

So, the four I see is a nick?

As mentioned ...these are bubbles under the plating. follow the line up and you see it at least to the numeral 9.

iT LOOKS LIKE A DROPPED NUMBER TO ME

I tell you it looks like a dropped number now that you mention it To me a dropped four.i DON'T THINK THE GAS BUBLES COULD MAKE THAT MUCH OF AN IMAGE OF A FOUR NOW THAT I HAVE EXAMINED IT I would try and get better pics Up if i was you different angles to be sure so we really can tell what ir is.

I see the bubbles coming from the top of the four and going out the side of the four...but I still see a four...

That's because it probably is a four .

Dropped number? I don't think so.

I don't know what this is. Probably plating bubbles.

For me to believe that anything posted was a dropped letter or number I would need to see:
    A. Clear pictures
    B. Some kind of Photoshop overlay demonstrating that the character in question was the same size and font used on part of the die used.

I don't know what it is either...I do not think it is a dropped number because it is not the same size. It appears much smaller. I do not think it is gas bubbles...I do think it looks an awful lot like a four, and I do believe that it is not coincidental that I have another 1994 D with a four under the mintmark that I posted on this site as well. I don't know how it happened..but it did...I think...

I guess your right ,but i still feel we need much better pics in that area to make a positive conclusion on this . I hope the Op will post better ones. I could see that the 4 is the same size as the dated fuur so it is possible

I will try to get some better pics posted today and if you search under 1990 or 1994 penny it should come up that way...originally I never saw the four...or the five on top of the dated four...until I was able to zoom in closer...these ole' eyes of mine aren't what they used to be..ha

The four looks smaller to me, is there anyone who can do a test to determine if the four's are the same size?

I can do it, if there is a good clear picture of the coin (or if I shoot the coin).

I'm with you. I'm reserving my opinion until better pics. Looks like a 4to me too.

If it was a dropped 4 the 4 would be incuse or sunk INTO the coin.

I saw your other coin, but I don't have a way to put the 2 coins side by side to see if the "4" is identical. If it is, then it is probably a series of die gouges like I said earlier and they were struck from the same dies.

A test? I don't know. Just stick your guns about the hidden 4. I think you have something there IMHO. Good luck.
