I was wondering if this was PMD or a error. If so, is it counterbrokage, and what is its value?

So far it's looking like Post Mint Damage - Squeeze or vise job Cent- You can tell by the incuse image on the Reverse of the Cent and the incuse marking to the left of LIBERTY.
