1993 extra beard Lincoln cent

I read that the earliest extra beard penny was 2000 but the article also stated there could possibly be earlier coins with the same error. Could this be one?

Imo I would say no it appears to be ( die deterioration).

 

I agree with @Handyman either die deterioration/maybe machine doubling. But im not an expert and hard to tell when not in person. Keep searching & Keep asking!
