1993 d over d?

Has anybody seen one of these before?.. there also appears to be MD on the 9's.

It's not an RPM. Beginning in 1990 & 1991 the mintmarks for all circulation strikes were applied to the master dies rather than the working dies. Prior to that, the mintmarks were placed on the working dies by hand.

This is called plating-split. You can read more about it here, but it's very common on copper plated zinc cents.
