WELCOME TO THE FORUM. Most likely you found pennies, cents, that someone removed the outer layer of Copper from. Lots of people do this for fun. Those coins are made of Zinc with a Copper plating on them and many people find ways to take that Copper layer off. Lots of this is done in High School Chem Labs. Many people do it for fun and then spend the coins so when they are found people will get all excited. If you think it's steel, just try to pick it up with a magnet. As to your 1943 Steel Cent. Really very common and that stuff on it may well be Rust. Those were Zinc coated to stop rust but as they wear, the Zinc wears off leaving a Steel that can Oxydise easily. Myself I just don't know why they didn't use Stainless Steel back then. Just cheap.
