Just a curiosity (more so than error) I received this coin a few months ago when collecting tolls in the Austin, TX area. I'm sure it has a weak mint mark - possibly Denver - AND the 'I' in 'IN GOD WE TRUST' is weak/missing as well. It is rather worn but not so much as to obliterate those specific features only. I'm thinking it is a result of a grease-filled die strike. Since the standardizing of the minting process in 1990 (mint marks being stamped along with other features) the grease-filled die scenario seems most likely.
