Not a Mint Error. Either the edge was hit with a spoon or a small hammer to eliminate the reeding. Or scraped off somehow to expose the center copper core.
I'm going with "scraped off somehow" because the edge doesn't appear to have gotten wider as you might think with a coin that has been spooned. Chris
