1991 penny double die maybe?

    look at the I in UNITED and look around the lincoln memorial

    You can see the I looks broke in the middle and the bottom half moved over slightly

    It's impossible to see anything that may resemble die doubling by your low-quality photos. But, judging by the fact that there aren't any DDO's listed for this date/MM, chance are good that it is nothing more than strike doubling.
