What I see resembles the markings you often see from the damage inflicted by commercial coin rolling machines wherein coins at the end of the roll suffer damage when the ends of the roll are crimped. I'm not sure if this is what caused it because the ring is usually closer to the border but either way, I'd say it's definitely outside mint damage, otherwise known as post mint damage (pmd) on here.
