1991 D Cent Rev Doubled or Machine?

This 1991 D cent look to me, Doubled Die possibly on Rev. But I have been mistaken many times!

Well.. looks like Die Deterioration doubling to me

I think it's both DD and MD. Note the devices are reduced (profile is intact, but material has been burnished/moved) and most of the action occurs on the outer devices. DD and MD affect the whole of the design, but the outer devices the most.
