1990 S Jefferson Circulation Strike?

Going thru my sisters change jug last night I came across this. While it looks somewhat like a proof that went thru circulation for a long time, the rims look more like a circulation strike. I have not checked my pic yet, but I think you can see what I mean. Both obverse & reverse rims look off even tho they seem to be somewhat squared. The reverse rim looks rounded from 3-9K. It looks like a misaligned die. What are your thoughts? Thanks.

I see what you mean, but I can't find any 1990-S 5c circulation strikes on PCGS...

It's likely an impaired proof but sure does look strange, even when I compared it to mine in my set.

 

I think it is just an impaired proof. There is a slight finned rim opposite the weakness, so most likely from the strike.

 

I see an impaired proof, and using rims to judge whether a coin is a proof is very unreliable, IMO.

Looks like a impaired proof to me.

 

It can't be anything otherwise, they didn't make circulation strikes.
