1990 p what is all the bubbling around the head ?

    No.. it is not a Die Clash
    here is an overlay of a Roosevelt Dime. A clash would show an element from the other side of a coin

    IMHO it looks like something affected the area the clad layer behind the neck. This occurred after it left the Mint. Heat can affect the clad layer making bubble up.
