Both the color and the design are caused by the foreign substance. Have you tried to get it off of the coin? Your coin has no numismatic value, so give it a scrape, you'll see.
Yup, it is a dime. I see some foreign contaminants on it. Spend it (not that a dime will really get you anything..... side note, every coin less than a quarter should just be done away with....)
That stuff so heavy on there, it spills over the field and on to the rim . Maybe they thought it was a pancake ...
