From the looks of your photo, it looks counterfeit.

It's disappearing ink. Spend it fast!

    I haven't the slightest idea.

A scan is better than a photo. Both sides, too.
Yes, even a scanner that's programmed to reject paper money will scan ones, twos and any small heads.

I tend to agree with @Collecting Nut. Looks counterfeit....especially the bleeding in the "0"'s used in the "20" at all four corners.

There were no watermarks or security strips on those.

What does the water mark look like? What does the security thread read and how does it read? What color does the security thread fluoresce?

From your photo, all the fine scroll work and the bleeding that occurs makes the bill appear to be counterfeit. It has no details, no fine work. Look at other $20.00's and compare. But from the photo, it's doesn't look real. What does the reverse look like?

2 easy ways to tell if it's counterfeit is take your fingernail rub the collar of the presidents bust to see if it feels raised and gritty and look at the little red and blue fibers on the note and see if they look embedded fibers

The series of 1990 did have a security thread but no watermark. The water mark was used in the 1996 series. My mistake on the watermark.

I was incorrect about the watermark. We're human. What can I say?

1990, 1993, and 1995 $20s all have the security strip. The first series of $20s to have the watermark was Series 1996.
