199? Lincoln Penny

Here is a 199? I believe a 1991 lincoln penny what seems to make this very unusual is that the penny feels almost completely smooth no rim hardly and the numbers and all the lettering on front and back seem to be not there or non readable...the penny just looks and feels weird. Can somebody give me some insight on this penny please?

Yes it is a 1991. It's also a worn out, corroded 1 cent piece- not an error.
