1989D Roosevelt Dime DDO/DDR Cameo Proof Like Full Bands/Full Torch

why is this coin So shiny like if its a cameo Proof coin but its a 1989 D looks New but has black kinda coating remains around coin. anybody could give me more detail on this Odd Coin?

It is a coin that has undergone 30 years of circulation. There is nothing special about it at all.

I dont think its been cerculated that long.
It must of have been stored for long time. Excuse my picture show otherwise its a usb camera microscopes i oedered online doesnt take the best pics my phone is better. Here are a few new pics.

 

This may have been buffed on a wheel. The black captured in the devices may be wheel dressing. Looks like MD too. Spendable.

 

I too think your coin has been polish to a abnormal shine. And it has no Full Bands.
In fact the bottom horizontal band is completely missing.

 

I am thinking that an old toothbrush and soapy water lifts the polish grit without too much effort. Folks get bored or are interested in making something old look 'new' again. It's a circulation coin so there shouldn't be any expectations.
