    "Bars" over America, appear as thick as original letters.

    This is just a guess, but I think it might be some form of die deterioration. Note that the "bar" over the "C" does not conform to the curvature of the letter.

    I believe this may be split plate doubling , which is caused by the copper plating being stretched and forced up into the letters of the die causing the copper plating to crack and expose the zinc core.
