    looks like it got struck over something only on the reverse i took a toothpick and couldn't remove anything weighs 4 .6 grams good enough i guess for government work

    That's gunk. Probably old adhesive.

    Not a mint error of any kind.

    I actually do government work. That’s not government work. Looks like a parking lot coin with some corrosion happening.

    Explain how in the minting process that would happen.

    planchet flaw the green bumps are all raised but i will take ur advice thank you

    The green bumps should be raised. Those green bumps are a disease and it will spread to other coins. Get rid of it and fast.
