Why does it have those silver lines on the obverse and reverse? Is it valuable to anyone besides me that is?
Those 'silver' lines are the zinc core showing through the copper plating. Yes, it is an error and, if/when sold, will carry a premium. It's worth what someone might be willing to pay for it.
A 1988 Cent is milled on a Copper Coated Zinc Core Planchet. The force of the Cent being struck Off-Center causes the Copper to split exposing the Zinc core which has a bluish hue. It's common in Cents struck Off-Center from 1982 forward. Pre 1982 they were not Zinc Core. Your Off-Center is worth about $3-$10 Dollars.
