Is this a die break at the edge of the Memorial? Also is there any other way to tell if this is a RDV-006?

That is a die break. IDB abbreviation stands for Interior Die Break. A CUD will involve the rim of the coin. Still, you could contact the guys that run the site and see if they would accept it into their files for die breaks (I think that they would).
That doesn't quite look like a cud to me, though...cuds are usually raised to the same height as the rim, since they are connected to it...
