    Keep in mind, 3 dies were used ( RDV-006 ) .

    It is caused by Die Deterioration Doubling. Not an RPM.

    Note how the doubling appears to "flow" towards the rim. That is die deterioration, which is common on mintmarks on Lincoln cents during this time period.
