Looks like a decent strike through nice find,since proof coins are struck with 2× higher amounts of pressure.They are more liable to anomalies and defects then business strikes from time to time.
If not a strike through, a possible planchet flaw. With the surrounding surface of the "pit" being so ragged, is why I suggest it was on the planchet. Why it wasn't caught is the question.
I think it is a planchet flaw. The inside of the divot seems too ragged to be a strike-thru. I would not call this a "extra leaves", just a flawed coin.
I almost missed it due to the cropped photos, but there are two of them! Another on the left of the eagle's wing. in between the lettering. I don't know how this coin made it thru inspection. Very hazy toning.
