1987 P Lincoln obverse struck through?

I am really not even in tune with the whole struck through error sector or crh. I saw this in the neck area and was not sure so I thought I would reach out for some help. There are 2 scratches on the coin to the lower right of the spot that is in question so I am not sure if this is pmd or a struck through whatever error.

the metal has been moved and pushed up, damage....

 

Looks like a hit from another object. But not a Struck Through issue that occurred at the Mint.
