Looks like a vise job. It was squeezed into another coin after it left the mint. Sorry, only PMD

A clash will have the reverse side of the same coin. Your quarter is severely damaged.

No die clashes - all damage.

Yes, an error coin can be damaged
after it gets into circulation, but your
quarter is damaged, only, and was not
an error coin to begin with.

Nice damage on both sides !

You captured the damage very well
    with your photos.

Wish there was some die clashing to view too.

I think you would notice a difference in the responses if we were haters. What you have been given is the accumulated knowledge of some very experienced numismatists. Learn from it and move forward

Absolutely no signs of a die clash, just damage. I’m not being hateful, I’m just stating what I see and that is damage to the coin.

Yeah. And we’re racist, homophobic, and intolerant, too, besides just hate you, so you’d better be careful how you conduct yourself around here.

Too pretty to be road rash, because of the cleanliness of the carnage.

Pix below is what a typical road rash, or what I like to refer to as a "road kill" coin, looks like after the first few times it's been run over in the street.
