The 8 has simply been flattened. It is not a doubled die.

I am afraid I can't. It is either a large chunk out of the die for the 8 ( die deterioration ) or PMD. IMO.

The top loop of the 8 goes NE, the 9 is thickened and the 6 has a separation line if you look close. Many DDO 1984 , and 1983's also have 8's that look flattened like this.

Here are more pics. The 8 in this one allows one to see the top loop and bottom loop of the 8 were not hit (PMD) since they are going in different directions both on different curves.. if something hit the 8 it would not be curved to match the curves. If a coin or other hard object hit there would be a dent or gouge. This looks to me like when the die was being hubbed it slipped across the 8 and dragged the metal East. There is doubling on Liberty, RU of trust have thickening.
Sorry my pics are so bad. I only have a $40 usb microscope. every way I turn it emphasizes different aspects and the lighting in my room changes too. Someday I hope to get a decent camera with a copy stand and light box.

It's not a DDO. I see MD on LIBERTY and damage on the date.

It's MD, and no DDO but PMD on the 8.
