worth face value, this is very common, you'll find this area of weakness on many cents...saw an explanation once, dont quote me, but think it said that it has something to do with the metal flow on the obverse side of the coin..
Exactly right, the base of the bust on the obverse requires a lot of metal to fill and until it does it is easier for the metal to move that way rather than into the letters on the reverse.
