The marks in memorial bay 3+4 look like the neck/shoulder area of Abe's jacket usually found in these bays except it's in both. There are light marks in bay 8 but couldnt get them to show on camera and couldn't find any discernible markings on obverse.
yes it is part of a clashed die , the dies have been ground and polished to remove most of the clash marks.
