Looks like it´s got a spread WE and a filled 4. I´m nowhere near experienced enough to tell if there is anything else or if i am even correct on the WE
Sorry, but it's just struck from worn dies. There may be a minor collar clash between 9:00-11:00 (others may correct this), although it adds no premium

As noted, a later die state produced this coin. One of the things to look for is that the outer devices, especially the outer most parts of the devices, lose their crispness. Things get mushy on the edges. The bottoms of the letters, for instance, might look good yet but the tops are poorly defined. A few things might happen (here are 2): On an over polished die, the tops of the letters might get narrow. This is attributable to the removed material from the field/face of the die/die set. On a worn die, the definition of the details becomes weaker and material flows differently. Flow-lines appear throughout the coin (that might be some evident on Roosevelt's jaw/cheek). I'm sure others here have some tips to throw out there regarding signs to watch for. Recognizing these will help you during your hunts. Good luck!
