looks like a form of cud, though maybe someone else will chime in. If it is cud it may carry a slight premium to the right collector.
I want to say it is PMD only because in the second picture the rim looks to be bent in the area that the first pictures shows the odd spot. I am not an expert though so maybe someone else might be able to help.
I take back what I said and agree with Billy, At first that looked like cud though when I blew the picture up the cent was indented.
The coin is bent. While some errors can produce a bent coin (e.g., off center, saddle strike, capped die, etc.) this is an example of PMD. Whatever struck the coin also bent it. Think about the minting process. Could this have been produced during the minting process? No.
