    Im not sure what to label this as

    Hi Ed - looks like an LDS specimen with circulation damage. For the year, the dies were run to VLDS so it's not uncommon to find coins with the outer devices smooshy to very smooshy. When that coin was newer, you would probably see the flow of material in the surface reflection.
