1984 cent "line" marks on obverse...

Why do the "lines" (1984 cent) around the neck, go in a circular motion, but a recent post of mine, (1986 cent) show straight "lines" around the neck? Why the difference?

Lathe lines on the 84 and die polish lines/scratches on the 86.
