Perhaps the die clashed into the collar? I don't know, I'm just guessing. I'll follow this thread to see if an answer comes up, though.
I would guess that to be a die crack. Not positive though, it is hard to tell from the pics. If the die gets a slight crack in it, it would cause a raised hairline (or what ever shape of the crack) on the coin. I am sure someone will be along soon who knows more about errors that could give you a better explaination!
