1983D help idenify

Hey all i was rollin and ran across this sweet coin.obverse appears to have the reverse inpression that is not incused also goes under liberty,hat apperance throws me off.reverse in the 3rd and 4th window im thinking possibly inner dc along with the lines coming from bottom of building maybe?would greatly appreciate some feeds on this thanks.

Thanks i was pretty happy with find,not for sure on value Yet i have not tried looking into it yet,not that i would even get rid of it he is done in album figured defenetly more than face value
