1983 with the D Mint Mark was minted at the Denver Mint
1983 without the Mint Mark was minted at the Philadelphia Mint

The Philadelphia Mint never used a Mint Mark on Cents until this year 2017 for the first time ever.. and only time ever

Besides that, I see nothing out of the ordinary. Just 2 normal Copper Plated Zinc and circulated Cents

Thats the thing i think the one on the left isnt plated. It seems lighter or the other heavier if that makes since

I don't see what you are seeing. They both look plated but toned differently. Plated Cents take on different colors due to circulation and/or environmental issues.

Weigh the coins. If they are 3.11 grams you might have something nice. Other then that, is listen to paddyman98

If you have no easy way to weigh them, take a popsicle stick (wooden tongue depressor or some such) and balance it (like a teeter totter) over a pencil. Put the coins on opposite ends and if they weigh the same, it will balance.

You can buy a cheap scale at Amazon - $20 or less. Just weigh the thing.
