The reason is that there were no mint sets for the years 1982 and 1983.....so it is rare to find nice BU coins from this date---Cladking will be better at telling about this but from what I remember a roll of quarters from these years in BU will go for a few hundred. Speedy
The June price guide that I have shows a price of 1500.00 for a roll of 83 P quarters. For the 83 D it shows a price of 480.00 dollars.
That price looks about right to me for the date and condition ($26 with 20 minutes left in the auction). I've been looking for a nice one for about a year now and I was able to purchase an MS62ish coin for $20, but they are extremely scarce in gem and are rather uncommon in MS.
