New to the whole world of coin collecting! Fun new hobby that I have decided to take up. I found this 1983 P while role hunting and it seems a bit strange to me. Is it an error or just worn down?

Looks to be worn or possible struck through grease, value either way 25 cents.

So with quarters the only value is in the coins that contain silver?

No not necessarily, condition is key, it also depends on whether or it's an RPM, DDO, MD etc.. I would hghly recommend getting numismatic books to educate yourself, pick up a red book (dont pay close attention to the prices on the book) and there are a tone of coin forums/information sites that can help you find what you are looking for. Also just ask here too!! :)

The 1982 and 1983 P and d quarters are worth more but in uncirculated condition for modern dates due to the fact the very few were saved.

    Looks badly struck to me.
Early/mid 80's are notorious for terrible strikes, although most of what I find are awful looking nickels and dimes.

The mint did not sell any mint sets except at the Mint itself. So you had to goto the souvenir shop to purchase them, along with the though of the 1982 George Washington Comm half they were over looked by many.

Here is a good write up on the 82/83 sets http://boards.collectors-society.com/ubbthreads.php?ubb=showflat&Number=1488960
