1983 Lincoln penny vague ghost date

Hi this looks like a date stamped from another coin I don't know the correct term also my flash made the
Coin look tarnished in the one photo

There is just above Liberty the last is a 2 the pic isn't the greatest but i see it through this post I will get a better pic and submit it
