I searched the net and couldn't find anything on this. whats up with the bust?
also the beard around the neck is missing and the die is rotated I would
say about 20 degrees and there is a plating bubble running under STATES
and is that a DD on the right side of lincoln?

It's a slight die gouge under the bust. The circular anomaly is the result of being struck by a worn die...and the neck and beard show signs of a die that has been overly abraded to correct damage caused by a clashed die. This is all common on a 1983 cent.

no, it's what I said and there is no evidence of a CUD whatsoever. A CUD is a die break that involves the rim where a part of the die shank breaks away leaving an area of raised metal at the edge of a coin.

While I am on this subject, a CUD is not found anywhere but at the edge of a coin. If there is an area of raised metal on the interior portion of a coin it is called a die chip or if big enough, an interior die break.
