Photo is a little blurred, but still does not look like DDR to me. Check out this link to find photos of different DDO & DDR cents. http://www.lincolncentresource.com I pull up this site when i'm doing a search, just to many different ones to remember.
Little fuzzy, but my recollection is that one diagnostic for a DDR is that the E Pluribus Unum does not appear to be struck well. Your coin appears well-struck in that area, so I would guess this is not a DDR.
