No. 1982 was the beginning of Zinc cents "weight of a typical Zincoln is 2.51 grams yours is slightly above weight. Normal.
Looks like the rim is starting to curl over. Add the mushy appearance of the letters and devices and it looks like a dryer coin
Also agree - looks like the coin was struck from worn/overused dies, and it's been 'tapped' on the edges.

You can see the plating blisters on your coin. It's copper plated, the weight matches, the color matches, etc, etc. It's a normal cent.
It IS NOT struck on a foreign planchet. Here is a copy of The Mint Error News that has a link to a spread sheet with all of the foreign coins struck by the US Mint. It lists the dates, compositions, weights and dimensions. https://minterrornews.com/news-5-13-03-foreigners_in_the_mint.html If you want to confirm that the members are giving you correct information, you can check the table to see if any coins were minted around 1982 that would fit into a Cent coining chamber and have a weight that matches your coin.

True. Just having a little fun. Sorry to offend. Don't know why a penny would have signs of a reeded edge. Not the same coin but close to same features.
Struck on 1982 1/10 Panama balboa blank with reeded edge. Balboa has same weight and close diameter and composition. 2 are listed on Ebay right now. 1/10 Balboa struck by us mint.
