    Looks like raised metal on both sides in different places as it goes across the coin so I’m going to have to say it’s a scratch and call it damaged.

    1983 - The halo in the field is just a worn die issue.
    Die Deterioration strike.

    1982 - scratch as the others stated.

    PMD. A scratch. You might try using a tooth pick, or other soft device to "explore" the area. If it catches as you move across it, it is probably a scratch, if it jumps, most likely raised.
