1982 blurred date error?

I have recently got back into collecting currency,started when I was younger with foreign coins but now i'm mostly into old us coins and bills. While cent searching I came across this 1982? penny with a blurred date and thought it was interesting. Is this some kind of error? I see scratching on the surface but the date doesn't look like it has been scratched off to me.
