I don't see equivalent wear on the rest of the coin, so it looks like it is a weak strike or possible the dies were out of parallel when set up. Assuming it's one of those, then technically, it's a mint error. It's a cool find, however, it is very unlikely you'll find someone who will want to buy it for more than face value. Sorry
