The reverse of this 1980 penny looks to me that it was done at the mint and not post error. The marks look to me like part of the planchet.
Without having the coin in hand it looks like some knid of foreign substance has been brushed onto the surface postmint. Try to taske a close look with a loupe or magnifying glass to see if there is any sign of a seam at the edge of the effected area. My opinion Richard
My only concern with that is that with the ammount of texture showing it should have blurred the detail of the coin more than it has. Richard
It seems the 80's weren't that great for detail anyway. Almost looks like hair or fine clothe or something brushed on it.
What you have is a glue job somebody put glue on your coin it's post mint damage.Notice the white texture on the surface.Looks like somebody smudged it on with a fine brush to get that effect Jazzcoins

What it looks like to me with the new pics They look like an invasion of huge elongated gas bubbles on the surface of the fields and this is not an error something to do with the plating. Jazzcoins joe
Here is another in a different light. They don't appear to be gas bubbles that I normally see on other coins...
I will show you I indicated in black the main area that is seen with many elongated gas bubbles in the recent clearer pic you posted. I wanted to point out the area were you could best make out the gas bubbles an invasion of these, apparently this coin has a very serious plating problem.Now i'm only going by this recent pic . The first pic seems to be a glue problem or some kind of substance that looks like it was done deliberately. I would advice you please to post different angles of the coin so we could really determine the nature of this problematic coin Thanks Jazzcoins Joe
You might try soaking in acetone and see if anything lifts off the surface. That would certainly be a good test for fingernail polish or glue, which can look like metal when applied to a coin.
Never tried to use acetone before. Should I get fingernail polish remover and use it? Will it hurt the coin any?
This may be a dumb question but, what will I be looking for after I apply the acetone? Are you saying that what looks like brush strokes will just disappear?
