1979-S TY2 Error

I found this nice 79-S Ty2 in proof set. Ant idea as to what happened to the plating on jacket? Looks as if the most of the jackets top color ran to bottom of jacket leaving the top and middle of jacket with little or no plating and bottom a dark redish brown color. Pics are from both scanner and camera not the best but I think you can a fair idea of coin Thanks

They were not plated in '79, that would be toning there your looking at.
