1979 s SBA annealing or what error?

    Good evening everyone. i found a 1979 s SBA dollar coin which at first looked like it just had crud on it but then i recently saw rickmps post of his nickel that sort of had similar features to my 1979 s SBA dollar and so i am just wondering if this is indeed an annealing error of some sort? any advice or knowledge on if it is or isn't?

    It looks to me like it has been buried.......environmental damage.

    Bump. My coin has some mint luster to it around the whole coin. And the dark spots seem to be a different tone for the coins with lighter grey tones around them and the copper tones as you see in the pics.
