I'm not familiar with that design, but the date is AH 1389 (AD 1969), it just looks like 1979. In the standard catalog it appears as a 5 piastre piece, copper-nickel in composition, and celebrates the 50th anniversary of the International Labor Organization.
To be precise, AH1389 ran from March 20, 1969 to March 9, 1970. Specifically KM#417, cu-ni, mintage 500,000, VF 75¢, XF $1, Unc. $2.50 in the 2007 34th Ed. What appears to be the western date "1979" in western characters, is actually the western date "1969" in Arabic characters, so the apparent error only exists if you use the wrong set of characters.
Roy,the style of the piece looks like it is from Egypt,& the reverse design looks very much like one commemorating the Egyptian Mint. Twiggs,that small coin looks like an Egyptian 5 Piastres. Aidan.
